DECCA (Development and Construction Corporation of America) was founded in 1983 by Kulbir Ghumman. DECCA’s mission statement sums up Mr. Ghumman’s dreams perfectly…

“Our mission is to continue to plan, create and manage excellent, self-contained, full service communities that offer outstanding value to our customers, a fair return to our suppliers and stockholders, social responsibility to the community at large, and above all, growth and fulfillment to our employees.”

He chose a little known town called Ocala for his two most recent projects for several reasons. It was ideally located in the heart of Central Florida and had abundant water stores and rolling hills evocative of his childhood home in the foothills of the Himalayas. Most importantly, though, he chose it for the fantastic potential it presented in terms of population growth. Today, over 5,000 homes later, that mission statement has been the beacon by which Mr. Ghumman has successfully led his company.

Products and Services


DECCA has extensive technical abilities in the Land Development, Planning, Permitting and Entitlement Appropriations stages all essential to community building. Prior to “turning the first shovel”, the company typically buys or invests in larger parcels of land (it’s most recent community was built on 1,400 acres), does the entitlement research and planning, creates the overall Land Plans and infrastructure plans and completes and submits all permit applications. The physical work of transforming a blank canvas of earth into vibrant, dynamic communities is DECCA’s hallmark of success.

Construction & Sales:

In a move virtually unheard of, Mr. Ghumman chose to construct each and every home in his communities with his own Home Construction division. Lots have never been sold to other builders – DECCA Construction started and remained the sole builder in both Pine Run and Oak Run communities (located in the heart of Central Florida)…over a quarter of a century of continuous homebuilding all by the SAME company. No homes were built on speculation – only homes that were actually ordered by clients were constructed and each home was sold by DECCA’s own highly trained and specialized Sales team, real estate professionals contracted to work exclusively for the company.

Property Management:

Because DECCA’s mission was successfully implemented – today Oak Run Country Club provides food and beverage services (country club & catering division), an eighteen hole championship golf course, over 82 miles of privately owned roadways, a Cable television company, 24 hour security, various recreational clubs, tennis court & swimming pool complexes, and myriad other services. With a team of over 140 employees, DECCA currently manages and oversees all aspects of this most recently completed community….after all, with 3,500 homes and approximately 7,000 residents, it is larger than the size of most small towns in America.
